What did you do right after high school?

I attended my freshman year at the University of Utah and then served a mission to Moscow, Russia.

High points of your life since high school?

I was one of the first missionaries called to serve an LDS mission in Moscow Russia. My fluency in Russian and my love for the Russian/Slavic people has had a profound influence on my life. In 1998, I was hired to run the Russian Energy Partnership Program because of my knowledge of the Russian language. I have been working in the energy industry ever since. I spent 12 years as a USAID contractor. I then relocated to Oklahoma where I managed the utility systems of the University of Oklahoma for 8 years. I am a Project Manager with CH Guernsey in Oklahoma City working to develop and improve utility systems for the Department of Defense and higher education.

Have you met any famous or interesting people?

I attended a dinner at the Supreme Court and sat across from Sandra Day O'Conner. I met Ruth Bader Ginsberg, Sonia Sotomayor, and Elena Kagan at the DC Women's Bar Association annual meeting. I worked with Anatoly Chubais, former Deputy Prime Minister of Russia and Putin critic. I met George W. Bush at the Washington International Renewable Energy Convention. I met my two of my favorite authors, Sir Terry Pratchett and Neil Gaiman. I was able to talk with Sir Terry and asked him why in his Discworld series he never let a character named Eskarina come back in any later books. He said that he hadn't really thought about it, but that she was a good character. I was totally floored when he brought her for one of the final books in the Tiffany Aching series, shortly before he passed. Oh, and I met Hilary Clinton...

Just recently, I ran into Tom Kenny in Meyer's Hat Shop in New Orleans, LA. Mr. Kenny is a voice actor for many great cartoon characters, but most notably provides the voice for Sponge Bob. He was a genuinely nice person!

Travel Much? What's the farthest you've been from home (Kaysville)? And, where is your favorite place to go? Give us your best travel tip.

I worked as a USAID contractor and have been to over thirty countries. I love Russia, Ukraine, Mongolia, Nepal, Fiji and New Zealand.

I worked for two months at US Naval Station Guantanamo Bay, Cuba

Jason is an experienced utilities analyst with a demonstrated history of long-term utility plan development, utility regulation, and working within the budgetary constraints of higher education. He is a highly experienced finance professional skilled in policy analysis, capital project master planning, utility regulation, energy, and sustainability. Jason has a broad understanding of utility systems operation and maintenance with experience in utility regulation and ratemaking from over 25 years in the energy industry. Jason’s core competencies include utilities systems management, privatization support, regulatory oversight, budgeting/ forecasting, contracting and negotiations, and technical writing. Areas of specialty include business case analyses, contract administration, and rate analysis.

Jason served as the Utilities System Contract Administrator managing eight utility services for the University of Oklahoma where he provided oversight and management of Corix Utilities, the University’s third-party utilities operator for six of the utility systems. Additionally, he worked as lead in University rate cases and audits of Corix Utilities. Jason also managed utility-related construction projects and infrastructure improvements on campus as well as the University’s utility budgets and load forecasting through a rolling five-year capital planning process. His responsibilities included, but were not limited to, negotiating third-party service agreements and commodity purchases; providing detailed financial analysis of Corix Utilities and ensures strict adherence to the Operating Management Agreement, the contract governing the partnership between Corix Utilities and the University; working with the University’s Sustainability Department to design and implement efficiency programs and to ensure accurate reporting of utility usage to external organizations; and, working with the University’s Architectural and Engineering Services Department to ensure that all new facilities were properly integrated into utility systems.

Jason served as Senior Program Coordinator providing program development and management for over 20 electricity and energy training programs in 18 countries. Training included privatization, needs assessment, program design, implementation and training program evaluation with full responsibility for bottom line factors including research and design of training programs, long-range training planning, program facilitation, and evaluation of training programs effectiveness. Jason’s responsibilities included meeting with government officials to facilitate privatization, develop energy policies and improve efficiency of the energy sector in developing nations; coordination of the planning, technical development and implementation of technical training and development programs for the energy sector in the United States, Russia, Eurasia, Eastern Europe, Jordan, Afghanistan, Tajikistan, Turkmenistan, Uzbekistan, Mongolia, India, Nepal, Sri Lanka, and Bangladesh; primary coordinator for the 2008 Washington International Renewable Energy Conference (WIREC) which included over 3,000 participants from around the world and participation of President George W. Bush; coordination of the Department of Energy/Department of Commerce sponsored U.S.-Russia Commercial Energy Summit in Houston, Texas October 2002; and, preparation and publishing monthly, quarterly and annual reports for the Energy Industry Partnership Program for Europe and Eurasia in accordance to USAID requirements.
